Step 1, Find and Stop the Moisture Source First

Walk the wall and look for what is feeding it: clogged or leaking gutters, downspouts dumping at the foundation, grading that slopes toward the house, cracked mortar or caulk, failed flashing, or sprinklers hitting the masonry. It etches and burns the brick and mortar, can worsen the deterioration, and often makes future efflorescence worse. Rinse thoroughly when you finish, because any salt left behind will simply bloom again.

Step 4, Let It Fully Dry and Re-Test

Masonry holds a surprising amount of water, so give the wall real time to dry, ideally several dry days, and use a moisture meter if you have one. Then watch it. If no new bloom appears as the wall dries, that is a good sign your moisture fix is holding.
